Through close collaboration with policymakers, journalists and law enforcement agencies, we work tirelessly to strengthen welfare laws, apprehend abusers and educate the public about the dangers of online cat torture content.

History of Feline Guardians
Feline Guardians was founded by Chinese advocates in response to a troubling trend emerging in China. A disturbing phenomenon, primarily among young men, involved individuals filming themselves torturing cats and kittens and sharing these videos online. This grew due to the absence of specific anti-animal cruelty laws in China, leading to the creation of “communities” that consumed and distributed such content. In the spring of 2023, one of these videos was posted on Western social media platforms like X, amplifying the global reach of these cruelty networks.

In 2023, the founding member of Feline Guardians launched the first social media account in an attempt to create awareness of the growing crisis surrounding cat abuse. Later, reports emerged that abusers were placing “bounties” on the cats featured in the Chinese app Hello Street Cat. The app, designed to monitor, feed, and care for stray cats through camera-equipped cat houses, became a target for these perpetrators. Feline Guardians played a critical role in raising awareness about the threats facing these cats and advocating for their protection.
Since its inception in 2023, Feline Guardians has grown from the passion of a few individuals into a registered charity with supporters from around the world. The organization has been featured in respected global publications, including CNN, the BBC, news.com.au, and the Daily Mail. In 2025, Feline Guardians was officially registered as a charitable organization in the United States. While our structure has evolved, our mission remains the same: to stop the spread of feline cruelty material online and internationally advocate for stronger protections for cats in China.
