About Feline Guardians

Our mission is to act effectively against organized feline torture, with additional efforts toward improving the lives of cats worldwide. We strive toward a world where every cat is treated with the love, respect, and dignity they deserve. Through close collaboration with policymakers, journalists and law enforcement agencies, we work tirelessly to strengthen welfare laws, apprehend abusers and educate the public about the dangers of online cat torture content.

A Feline Guardians protest in Belgium

In 2023, the founding member of Feline Guardians launched the first social media account in an attempt to create awareness of the growing crisis surrounding cat abuse. Later, reports emerged that abusers were placing “bounties” on the cats featured in the Chinese app Hello Street Cat. The app, designed to monitor, feed, and care for stray cats through camera-equipped cat houses, became a target for these perpetrators. Feline Guardians played a critical role in raising awareness about the threats facing these cats and advocating for their protection.

2022

Organized Abuse Groups Discovered

There have been isolated cases of cat abuse online for years, but the current abuse networks are different. Entire groups of cat abusers begin congregating on Telegram, QQ and other online platforms around 2022 to share cat torture videos and encourage others to abuse. This “community” will quickly grow into an organized abuse group promoting clear and darknet websites while spreading torture to mainstream social media platforms across the world.

Spring, 2023

“Cowcat” is Tortured and Killed

Prolific torturer and internet celebrity “Jack Latiao” tortures a black and white cat, lovingly nicknamed “Cowcat” by advocates, for 3 days before killing her. Feline Guardians later adopts Cowcat as our symbol to represent the strength of every innocent victim tortured by these networks.

September, 2023

Feline Guardians Launches

Feline Guardians’ founder, Doris, launches Feline Guardians on Instagram. An advocate whose social media account is titled “Calls for Legislation” joins as the second member. Soon after, several others choose to support the effort but use pseudonyms to avoid harassment and stalking by abusers. These include Boloid, Squirrel, Shad0w, Ivy, Freya and others.

Late 2023-Early 2024

First Abusers are Uncovered

Activists from around the world, including many who know about the abuse crisis but act independently of Feline Guardians, work tirelessly to identify prominent online cat torture video creators.

2024

Major Figure in The Community is Discovered

Two courageous Feline Guardians volunteers identify the person behind “Winnie,” a major sponsor of the cat torture group.

Summer 2025

Major News Outlets Cover the Crisis

CNN, the BBC, the Daily Mail, news.com.au and many other media outlets begin covering the cat torture crisis. A Feline Guardians volunteer was featured on the BBC Breakfast and primetime evening TV broadcast. This exposed the feline torture crisis to 10 million people in Europe in a single day. As of 2026, more than 50 million people worldwide are now informed about this crisis through mainstream media.

Late 2025-Early 2026

Feline Guardians Charitable Organization Status Established

Feline Guardians is incorporated as a public benefit non profit corporation in the United States and is granted 501(c)(3) status. Trademarks on the Feline Guardians name and a new logo are filed to protect the integrity of the organization. The Feline Guardians name remains available to anyone acting in good faith to support this mission.
