Feline Guardians Uncovers Chinese Citizen Living in Japan Running Online International Cat Torture Network

Tokyo, 5 August 2025 – Feline Guardians is honored to be featured in a report by the BBC titled “BBC finds electrocuted, drowned and starved cats in online torture groups.” The article details how Feline Guardians exposed the leader of this torture group as a Chinese citizen living in Japan.

The article reveals the horrific rise of zoosadistic content online, including videos depicting the torture and mutilation of cats for entertainment or sexual gratification.  These disturbing global networks actively promote this cruelty. Feline Guardians, an international coalition of feline welfare activists, has been at the forefront of investigating these networks, working tirelessly across borders to expose perpetrators and advocate for stronger legal protections for animals.  

While much of this content originates in China, where animal cruelty laws are nonexistent, similar atrocities are now being committed and distributed all over the world. An undercover, months-long investigation revealed the administrator of the online torture community to be a 28 year old Chinese man living in Tokyo, using the name “Little Winnie.”

Feline Guardians is urging governments, law enforcement agencies, and social media platforms to take immediate action to:  

  • Strengthen animal cruelty laws globally, especially in countries where such abuse is not criminalized.  
  • Hold social media platforms accountable for hosting and failing to remove violent content.  
  • Recognize the link between animal abuse and human violence, including sexual crimes and mass murder.
